After beating Red in Mt.Silver, talk to Prof.Oak in Pallet Town, he’ll give you one of the Kanto starters. Then, go to Saffron City in the Sliph Co building and talk to Steven there (the Hoenn trainer guy?). He’ll give you a choice to pick from Treeko, Torchic, and Mudkip, pick Mudkip and evolve him to Swampert.
